By saying that they want the reader to think everything is going perfectly but there is a very tiny minority of unhappy users on the internet that makes it looks like a big deal, the rest is fine. OT: So here, context is key! Let's take a look because a lot of wild claims and assuptions are being made.

Let's take a look at what was said.

I think it's pretty clear he's talking about their customer support that they've set up to handle these issues.

First Sean mentions that they have hired a customer support team that is bigger than their developing team, they then create a page for people to get help and support. They tweet this;

"Even though less than one per cent of players have raised support issues, we're going to resolve roughly 70% of them this week"

this

"It's pretty crazy for us how many people are playing. And how large a number even 1% of that user base is."

and this

"We're totally focused on customer support right now. Then we'll move onto improving and adding features to the game "

 

He's clearly talking about issues raised to his support team.

But granted it should of been sorted pre-launch. 1% is still quite high considering everybody with an issue will not bother contacting them for support.
