It is small next to more populated countries like the China, Russia, Japan even Germany. 

China is still playing catch up in economical development - if you are in a family of poor farmers, chances are you'll never get the chance to participate in competetive sports, even if you could have had a huge talent for something. That's why India isn't anywhere near the top. As for the rest, I suggest you check out the demographic composition. Japan and Germany have a bad demographic composition for sports. Their population on average is much older, which ereases the  raw difference in population when you only look at total numbers. 60 year olds don't compete in the olympics. Russia... well, I'm gonna go out on a limb here and say that the Russian doping thing stretches further back than just recently and they have been outperforming relatively in the olympics for a long while. Now they have lost that advantage and they are falling back to a normal level.

 

EDIT: Also, every country except India is small compared to China (in population).
