Actually, the modern tradition has only been customary since the late 1970s. In the 1950s and 60s, it was very rare in the Muslim world (with the exception of Saudi Arabia). It was banned in many countries until the Arab Spring when bans were lifted. The Palestinian Queen and the women of the Jordanian Hashemite dynasty do not wear any kind of head dress or face masks either.
