A year ago I might've guessed something similar. Now DMC4 has proven that HD console multiplats can do every bit as well as (arguably superior) PS2 exclusives, and the lowest projections of 360/PS3 console sales have turned out to be far too low.
Then again, the Resident Evil franchise has been in a long sales decline, not to mention what an extremely crowded genre RE4 shifted it into. It has the potential to do very well, but I suppose sales of 2-3M shouldn't be considered too unlikely.
