That's not good for a GTA game.

That is relative. Sure, usually GTA games make way more money and sel more games, but Chinatown Wars was top down, 2D game made to work mainly on the DS-PSP. Compare it with the blockbuster budgets the mainline GTAs have. It didn't need to sell that much to be a success finantially, but they still wanted much more.
