Where are you getting this? This isn't the case at all. Some might not have horrible experiences, but this isn't the case for all. To ensure that my thoughts were correct, I double checked. It took less than 5 minutes to find several examples of atheletes reporting all kinds of problems.
The social issues in Brazil are indeed relevant. It contributes to the environment that the athletes, tourists, and guests live in for the next month. The city is incredibly unsafe and the safety problems contribute to the overall problem of the event.
And I truly hope you don't actually believe that people want anyone to contract a virus or illness... That's something else if so.
