Actually, yes it is. Since that person is privy to Confidential information about our government just like Trump will be now that he is the Republican nominee. Asking another nation to compromise our government or any high level state official past, present or future is right up there with treason. Asking another government to affect our presidential system is also right up there with Treason. Think how other nations view the US when we meddle in such things so why would you think this is a non-issue. The state department is already putting Trump under investigation to see if he actually have any deals with Russia and has privately asked them to do this.
