I wonder if this might have been an untranslated voice gesture from the Japanese version of the game (it probably would sound way less offensive in Japan). If that is a Japanese audio clip, I could totally see it slipping through the cracks and not being censored by the localization team.
On the other hand, if this audio clip was specifically recorded for the english translation of the game then I think this is definitely a face-palm moment for Nintendo/Sega.
