The issue with the 32x and every other peripheral unit which is released on a later date are the limitations to exclusive games. See also the Motion+ Wii remote.
When this is true and Nintendo is doing it right, then every game out there should take advantage of it from the beginning. Meaning, the games will be scalable like on the PC with less configuration for the details. It will be rather a choice between low, mid, high or something in that direction.
