They are domesticated animals bred for certain traits.  Chihuahua's have been bred for a long time and are probably an offshoot of a companion dog of the Toltec civilization according to Wiki.  There are packs of Chihuahua's in the wild in Mexico (stray dogs) and now apparently here in the USA.

Imagine dying to a pack of Chihuahuas... I mean... if you were critically injured and you rang for an ambulance. you couldn't say what happened to you or the emergency services would just think you were pranking them.
