I haven't seen the movie yet, I'm sure I will, but 1st of all, she's not supposed to be strong at that point. She was a young girl with a young girl crush on Batman who tried to imitate him the best she could. I would say that it's not until she becomes Oracle that she matures and actually becomes an actual asset to the bat family. Despite what happened to her, she manages to keep Batman on the "good" side, believing in justice, not in revenge.
There's nothing wrong with showing her in adversity and facing her own frailty. Only overcoming her limitations she managed to actually become a real hero.
