*spoilers* In the comics, Batman actually got her pregnant while she was going out with Robin........ although that was a book following up on Batman Beyond, so I don't know if it's canon. Probably not since the entire DC continuity has changed 3 or 4 times since then.
On topic though, I don't think it was necessary to make their relationship sexual. It's not like Batman really needed extra motivation to be pissed at the Joker. I mean he would have probably gotten just as angry if Robin was shot and they weren't having... bad example.
You can add sex to a comic story in a way that adds to it (see Jessica Jones), but this doesn't seem like it was a well thought out decision. Of course, I haven't seen the movie.
