Come on, there were a few glaring flaws with the game. They completely ruined offline battle mode, which is the part everyone always wanted to play multiplayer. It's totally unplayable, with the screen split 4 ways you can't even see other karts or who's on your team, and even if you do happen to run into another human player you probably won't realize it.
Most of the negatives and things removed are more than offset by the things that were added, so it still deservedly got a good score, but to try and claim that this game belongs in the upper echelon is pretty ludicrous. Just think of all the things that could've been better and how much those things should be impacting the score.
Granted, most of the reviews don't actually justify their scores this way, rather complaining about "cheap" AI (it's difficult but it consistently screws over other CPUs and benefits you when you're behind as well), the removal of snaking (essentially a bug fix), a lack of speed except in 150CC (duh, that's why 150CC exists), but that doesn't mean there aren't legitimate reasons to dock the score.
