It's true that it took the PS3 a while to get great games but the ones that did come out weren't cross-gen like they are right now on the PS4. Games that were released in its first 2.5 years like Metal Gear Solid 4, Hot Shots Golf 5, Gran Turismo 5: Prologue, Yakuza 3 and Resident Evil 5 were current-gen exclusives (no PS2 version). That did affect adoption rate from the PS2 to the PS3. Same point in time now the PS4 is still getting cross-gen games from major franchises like Tales of Berseria and Persona 5. Final Fantasy XV will be the first major game that will force PS3 owners to move on.

Not cross gen but cross platform, and yeah some games opened up with 20% sales like Resident Evil 5 on xbox 360. But the game list is difficult to compare especially when their was nothing like bloodborne on PS3 during that timen no SF exlclusive, A tales game? Nope that was (time)exclusive for Xbox 360, Star ocean? Nope was time exclusive for Xbox 360 etc.. I mean really a cross gen Tales game should be better for PS4 sales than no Tales game for PS3...
