If the ancestors of humans evolved the receptors as far back as 250 million years ago, then it only suggests that early mammals developed receptors. It doesn't at all suggest that humans smoked any cannabis in neolithic and paleolithic times.

 

We've all smoked weed before, it does not improve intelligence. It gives you the giggles, the munchies, and sometimes a twitch and tunnel vision.

The actual reason that people began building cities was because of the evolution of easy to harvest grain aqround 13-15,000 years ago. The reason behind the ease of harvest was because the bunches larger and looser against the plant, making them much easier for people to collect. Shortly after that type of grain appears, humans began harvesting it, making breads, and giving up the nomadic lifestyle to become farmers. The earliest records of this occurred in the region of Asia Minor and the Middle East, then spreading quickly to Egypt and Asia. This period was known as the Neolithic revolution.

Within these settlements, there was time to explore and expand knowledge, and soon metal working developed, and the mixing of tin and copper to create bronze brought on the iron age.

Later, searching for a more common metal, iron mining developed, and those regions entered the iron age. The development of iron tools gave rise to the classical age and the great and powerful Ancient Empires like the Athenian Empire, the Persian Empire, and the Roman Empire.

So while a plant DID in fact cause humans to become civilized, it was the evolution of THIS plant:

Not weed... WHEAT! :D

Although, wheat based food can solve one of your weed based cravings.
