An example? An IP that Sony or MS ever creates could catch on like this depending on how its used, the games its put in, how it catches on etc. There are so many variables (some of which involve luck) it's not even funny. Explain why Flappy Bird caught on. Explain why Angry Birds caught on over the games it copied. Sometimes its literally a matter of being in the right place at the right time.
You're essentially asking me how to make any IP a pop culture phenomenon. Well if there was a step-by-step guide then everyone would be doing it, wouldn't they? Then again, I don't pretend to be some kind of marketing genius. But what I do know is this: Sony and MS are more than capable of putting the right people in the right place to create a smash hit of an IP. Being that there's so many variables involved how can anyone possibly say they can't?
Will Sony or MS ever releases a game on mobile that catches on like Pokemon Go? I have no idea. Are the capable of doing so? 100%, and anyone who says otherwise is seeing the world through a very Nintendo-favored perspective.
