Apart from the murdering their doing... sure I guess, I mean if you legalize killing others then technically that is no longer a crime, it's sort of like bringing in wild wolves to deal with a problem of stray dogs in a town though... I mean you'll get rid of the dogs... but you will then have wolves to deal with.
