It's a HP recovery move that has a delay of 1 turn. I personally haven't used it, but it looks like it recovers all of the HP. I don't think that there are many HP recovery moves at all, and having one can get you out of a tight spot. So it wouldn't be a bad idea to breed an eevee that knows it.
