 When did you start to use Falco?  Falco's chaingrab is his down throw.  You have to dash and immediately grab again right after you use the downthrow.  I think it can't be escaped until like 30% or 40%.  I am not entirely sure.  Maybe TGM might know?  

Should be around high 30s low 40s.
