Cannabis wasn't smoked until about 4500 years ago in China, and not until 3000 years ago in Egypt, by which point civilization had already been around for thousands of years.
Cannabis was used mainly for its fibres up until the modern era. The potency was not very high until selective breeding during the Arabic era.
In addition, there were MANY other more powerful drugs used much more extensively in the past, including opium that was in use around the Mediterranean by 8000 years ago, and psychedelic mushrooms by 38,000 years ago. Psychedelics are much more likely to have impacting human thinking,
