They already use a radius with precalculated assets or else you would see every blade of grass pop in at every step you take. There is no technological reason why that radius cannot be expanded.

Yes, they've been working on extending that radius but they don't preload anything. This isn't Minecraft, this is an entire universe with far more details than Minecraft. Every block in Minecraft is a voxel while everything in No Man's Sky is built from tiny square vozels. There are various steps in the LOD, each is calculated as you draw nearer an object or planet. Nothing exists until you come across it.
