Like I wrote, game could be priorite year or two ago, but for instance was pushed aside in favour of more important games that Nintendo preparing, so they looking to put it again priorite. So game isnt on curent list of priorites, but that doent mean that game wanst on that list year or two ago. That isnt relly hard to imagine and its most likly scenario.
"It's actually very close to completion," Miyamoto said. "Pikmin teams are always working on the next one."
Nintendo then confirmed the news to Eurogamer in a separate statement:
"We can confirm that Pikmin 4 is in development but that is all we can confirm at present."
So not only Miyamoto last year said that game is close to completion, Nintendo later confirmed that Pikmin 4 is in development, so game was close to completion and that imply that game was far in development last year and they were focused on that game, but later most likely whole project is moved to NX and that require additional development time, in meantime they were higher priority games.
