Very hard for the ref to see? He didn't blow the whistle until after 20-30 seconds. The other refs hada conference and phoned him the decision. Players play with hands over the shoulders all the time, it literally happens hundreds of times in the box during a game. There was no intent and it didn't affect the play! This was a bought goal.

Yeah, yeah UEFA or FIFA. Both are corrupt to the bone.

This is always my nightmare when we go into the big tournaments. Always the fear that the host nation or one of the big 4 will get a decisive advantage by the system.

Yes, it can be very hard to see for the refs. And that's one of the reasons why some leagues/tournaments do not take intent into account. La Liga for example does not. When you put your hands above your head when you're defending in the box, and the ball deflects from your hand, then that is 100% your mistake.

He did an error, did something's not allowed, I know that!!! You don't have to explain the rules to me repeteadly because my argument isn't about that. The ref could have ignored the hand since the game wouldn't have been affected and it was such an important match. Instead by giving a penalty, he decides the game in France' favor. Instead of letting the players battle it out for us to enjoy. And all because of lots of $$$$ that he was promised by UEFA.
