Judging whether there was intent, or if the deflection affected the outcome of the situation or not is complicated, and can be very unclear for the refs to see. That's why you don't defend with your hands above your head. Every one knows that. Also, depening on the league/tournament, there doesn't need to be any intent. That's why defenders often have their hands tucked behind their backs when defending a shot.
And this is a UEFA tourney btw.

Very hard for the ref to see? He didn't blow the whistle until after 20-30 seconds. The other refs hada conference and phoned him the decision. Players play with hands over the shoulders all the time, it literally happens hundreds of times in the box during a game. There was no intent and it didn't affect the play! This was a bought goal.

Yeah, yeah UEFA or FIFA. Both are corrupt to the bone.

This is always my nightmare when we go into the big tournaments. Always the fear that the host nation or one of the big 4 will get a decisive advantage by the system.
