Not really.. video game consoles are designed to play video games as their primary function. I'm not sure where you're coming from when it comes to this magic designation of what is and isn't a PC. A desktop computer is a personal computer just as much as a notebook computer or a tablet computer is a personal computer. Its a computer designed for personal use and all perform the same types of tasks and run the same kind of applications, there's not really any way to split them all up as something different just because of their form factor.
