Urm, no it doesn't work like that. An easy way to prove this is not the case is that the ps4 only has hdmi 1.4 which isn't capable of outputting 4k at 60fps, upscaled or not. The console doesn't need to upscale to 4k to output to a 4k tv, you can plug any hdmi device into your 4k tv and it will display. The display handles it for these devices, not the console.

I see. Where does the Xbox One S differ in this regard though?
