In America, that generally means "not later than; at or before." The way some places define by, it could include all of June or even early July, but this is America we are talking about...
I am sticking with my prediction I made a several weeks ago at:

Which basically is this week, and we will know if I am right or not next week.
I think worst case it will be this weekend or early next week.
