there is also a huge install base on PS3 yet Square Enix doesnt release Starc Ocean 5 for PS3 outside of Japan. In their eyes, porting games is too much money

But there is a difference if you have to fully localize a game or if you already have a full game with all assets and translations in place on a similar platform.
