This would only be correct if there were already settings in those games to change how the game natively renders its image within the frame buffer.  This is why a patch would be needed because I highly doubt as a developer if you did not already have this setting that its somewhere hidden in the game. Changing how the game natively render its image isn't something that would be a settings change unless it was designed that way.  If you are locking the game at 30fps and 900P, you probably do not have code in their to render natively at 1080P/60.
