I would argue that it has more to do with install base than it does with difference in the tech.  Look at PS3 and 360 last gen, they both largely got the same 3rd party support yet their architecture was very different.  If Nintendo doesn't grow their console base, and a really quick way to do so would be shared library, then the 3rd parties wont care how easy the port is, they wont invest.

That's certainly a factor too but if porting between WiiU and 3DS was easy, third parties would be able to develop content for 3DS and at the same time put out content for a userbase of an additional 12.9 million.
