I really believe in the shared library thing. So it would be natural to release the handheld part simultaneously with the home consol or at the latest, holidays 2017.
What surprises me is the decent amount of support the 3ds still gets. My guess is Nintendo uses it as the system they can fall back on if the whole NX plan fails. I think it will at least get new games until and including holidays 2017, even if a new handheld has launched.
