Probably not, I mean when it comes to making sure everything is running perfectly it's going to be easier to use a PC for it than a console, there could be an odd hiccup like a controller disconnecting from a console or all of the wireless signals in the arena causing a controller to just not work at all in there, would be far safer to go with a PC build which you have complete control over with a wired pad etc.
But yeah, if that ign article is right... and it most likely is considering they were advertising the games on stage as being on X1 and Windows10 then what was shown might never be possible on the actual console versions of those games at all, really just imagine if you had a game launching for Xbox1 and Xbox360, which version are you going to show off to people? would you risk losing sales by letting people know they were looking at the version of the game running better than they'll be buying? no of course not.
