That's exactly what he said, that Scorpio is for the enthusiasts and not to sell a huge amount of units since most gamers are fine with less power but lower prices and those will buy the Xbox One S instead.
So, for the 10% or whatever who find power unbelievable important, there is the Scorpio and for the majority of gamers who look at the price, there is the XBO S.
That is not so hard to understand. He doesn't try to sell the Scorpio to everyone since it is only meant for " a few" people. That's why Scorpio will be probably also expensive, they want to profit with it from day one or shortly after, this is not meant to gain a lot of market share but to increase profit and to make the enthusiasts more happy (those who always complain about the power)
They should still try to make Scorpio also useful for people who game in 1080p, I find that also stupid otherwise.
