 Here is the video I was talking about and he clearly states that it is up to developers how to use the power which in my opinion also means developers can use it as example for 60fps instead of 30fps in singleplayer games.

Maybe his opinion is that you shouldn't buy a more expensive and stronger XBO (what Scorpio is) because the normal XBO will do it on a 1080p TV but that doesn't mean that devs can't implement better visuals or higher frame rates which you will see on a 1080p TV. 

So, if devs will be able to change stuff also for people on 1080p TVs I don't really care what Spencers opinion is about it. If it's only about higher resolution and HDR it would be stupid even for people with 4K TVs. HDR implementation on 4k screens even in 1080p looks already awesome so even for 4K TV owners, an XBO S would do everything like the Scorpio except for the resolution. That can't be the only selling point.
