i'm pretty sure that I saw an interview two days ago where he said that it's up to the developers how to use the extra power. And that was a video and not a written statement.
But I'm too stupid to find it...
It would be pretty stupid if it would be only about a resolution increase on 4k TVs (+HDR) and not also a possibility for devs to add better effects, drawing distance and stuff like that if you play "only" in 1080p
They have to give people choices if they rather like to play in 4k or in 1080p with better effects and maybe 60 instead of 30fps in singleplayer and so on...maybe implement a "performance or graphics mode" for people who play below 4k so that they get either the best performance or the best graphics.
That would give many people a reason to buy Scorpio even without 4k TVs and even for people with 4k TVs it would give them more options. I mean, with a 4k TV I would still choose to play in 1080p in some singleplyaer games if I could get 60fps instead of 30fps. Scorpio is perfect to give people these choices, don't act as if it is better if people can't choose different options.
It also sounds as if Scorpio will be damn expensive. Not made to sell many units but only to sell maybe already with profit at release or close to it.
