I wouldn't be concerned about lack of characters and NPC's, if there's one thing Zelda games ALWAYS have its cute little towns with unique characters. sometimes they may or may not be really interactable, but they are always there.

i.e. in Wind Waker lots of random islands with individual unique people living there. Ocarina of Time with the goofy characters at the farms or lake. 

Its obvious Nintendo deliberately did not show like anyyyy of the towns, cities, NPC's. maybe waiting to build up more hype. and, of course, every Zelda game usually has its own epic version of Hyrule Castle / Town so that is something to look forward to seeing

I actually am fascinated about how Nintendo will handle NPC's and quests in this game. obviously in the past any mini 'quests' or 'games' you sort of just figured out how to do and generally they were little games or puzzles. I am curious if they will literally have official mini quests in this given by NPC's. I'm not sure which I would prefer, I sort of do like how it is as in reality I feel like random people would at most just give you little challenges
