If that was the case Sony would be releasing their games to PC but they don't. They most likely negotiated a lower price for SFV by allowing them to release it on PC.

Or Sony doesn't see the value in releasing every game on a platform that they don't own (like MS do with W10) and thus don't get the same cut from.  Either way it is pretty clear to me, and even a few others here, that console devs do not see PC gaming as a direct competitor.
