Flops cannot be compared between 2 GPU's of completely different architectures, it's not a denominator for gauging the complete capabilities of graphics processors.

For all you know, Scorpio will be 20% slower whilst having 20% more "flops".

You cannot compare a PC GPU to a console one, especially in terms of price.

For starters... Console manufacturers don't buy "complete" GPU's, they don't buy multiple chips of Ram dedicated to the GPU, they don't buy over-engineered dedicated power delivery systems dedicated to the GPU, they don't buy highly complex, expensive, copper vapor chamber air-blower coolers, they don't need to purchase a PCB with tons of layers and traces to route everything.

The GPU is also integrated in with the rest of the SoC, which allows for chip consolidation to keep costs low and they also buy in bulk and have special deals to farther reduce the costing.

As for the "controller" I will assume you are talking about the memory controller, that is also integrated in the main SoC.
