Yeah, so hard to say. I just can't pick a winner.

Germany, Belgium, Spain and France all have about equal chance to win. Then comes England really close. After that it's a clear gap, but Croatia, Portugal and Poland all have a decent chance to win and I can't entirely rule out Italy.

I don't believe in Belgium that much, but maybe they'll surprise me today. Also, I absolutely can't agree with England at the fifth spot, I think Poland would be a clear favorite in this matchup. To me the top tier favorites is France, Germany and Spain - obviously. After that it's Poland and Belgium as the two dark horses that can take down every other team with some luck and it won't really be a huge surprise (though I'm not convinced if Belgium actually is a team). After that there's England, Croatia and Portugal - good teams, dangerous, but I can't see them going all the way. Italy is totally unpredictable, it's hard to put a finger on that team - as usual. I can see them failing to advance out of the group stage just as well as winning the whole thing.

It's always interesting to debate this.

England has been impressive consistantly for over a year now, and Belgium is filled with amazing players.

Poland has the potential you speak of, but they still have to prove it until I really believe. Among betting bureaus Poland is rated much lower than England.
