I remember that the first game had the issue that it didn't count hits when the enemy was performing certain animations. That was why people considered them bullet sponges.
But OT, do as i do, play the game on normal or easy if it is too hard for you. Know your limits and don't look for the problem elsewhere when there really isn't one.
