Not necessarily. It really depends on how Nintendo chose to ultilise the tech. At $400, I guess you're assuming Nintendo is going to offer a powerful handheld packed with a SCD equiped with a GPU in order to turn the handheld into a modern spec console?
They may sell the 2 components seperately with the handheld being the primary system, in which case the starting point for the NX might be $250. The NX handheld may come with a dock for HDMI support, controller input etc but no additional GPU included.
The NX may be a cheap TV box not much more powerful than the Wii U($149) where the optional supplementary box turns into something closer to its rivals..
It really depends on wants to do.
