It's more situational than that in my opinion. If a woman is so drunk that she passes out or can be barely stay conscious, she's beyond the point of being able to consent and it would be rape if you tried to have sex with her.
If a woman is tipsy or just drunk but still conscious/aware of her surroundings, she can consent, it's fair game.
