On something like the Wii U, the top 20% is like two. (Jokes aside, it's about 150.) I know you're reducing sample size to make it easier to choose, but I like the argument even at full scale because it allows people to choose what percent of games they'd want in a real situation.

Well, I didn't quite consider this if that's how the argument is framed. Obviously I take a literal 20% of a library, but choosing between 20 games and 80, I'll almost always take the 80. Especially as I've purchased well over 100 360, PSP, PS3, PS2, and PC games.
