Whatever his role would be labeled as, it's clear that the motion controls idea was spearheaded by him.

The announcement specifies him by name.
His team was going to make games that made use of the Gamepad, just for the sake of it. Not because they discover during the course of game development that, "hey, motion controls would actually be a great idea here."
