Yep on that point you would be correct. But seeing that doing a PS4Neo and X1Scorpio version would only need a small scale down to fit on compatible PS4 and X1 instead of a compleate new version to run on NX that could make it a difficult step for NX. And from Iwata talk some months ago there is even the possibility that NX is weaker than PS4, and the difference is that it's a lot harder to ignore the market leader that puts a lot of 3rd party sales than to the newcomer from a platform that struggles to sell 3rd party.
