Yes they stated a 40% figure but it was a long time ago and was only referring to Japan. I believe it was after fiscal Q2 (so the end of September)
The percentage is likely to be similar now though, so roughly 40% of Japanese Wii owners are online.
It is unlikely IMO to be the same in the other regions though, and unfortunately I don't think we have any info for that. By comparison though I think Microsoft stated a 60% figure for American 360 owners.... of course that is a different region so it is difficult to compare, but I threw it in anyway.
