Resolution and framerate aren't the only advantages PC can exercise over consoles though; things like shadows, draw distance, anti-aliasing, texture filtering, etc can also be dialled way up.

I know that is possible, but the point is that it's not really happening. Most pc games are just ports that were designed to look identical on all platforms. Same reason why games for the ps4 neo will probably not look that much better compared to the normal ps4 version. 

A lot of PC ports offer quality settings that surpass the console versions.
