It advanced incredibly fast because it had lagged way behind to start with.  Now it has moved into the average rate of advancement.   Meaning the rate of mobile advancement is now on par with the same rate of advancement as other tech.   It was simply impossible for that rate of advancement to remain constant because physics simply doesn't work that way. 

And there is no magical way to dissipate the heat generated by 25-30 watts regardless of it being ARM or IBM or Intel or AMD.  Heat is heat.
