Its just not that simple. On the XB1, there are two pools of memory. 
Sony actually can upgrade to HBM with the PS4 with less hassle than it would be for MS. 
If MS made a console without the sdram, then developers would be required to make two extremely different versions of their game for the XB1 platform. Ms could completely abandon the sdram approach tho, and basically make the XB1.5 as close to PC as possible so devs that build for the PC are technically also just building for the XB1.5 but that's another story. 

Or, MS could abandon SDRAM and make XB2 close to PS4 memory model (just better with HBM).
The issue here is doing so breaks the platform with XBone, while Sony will be doubling down on platform growth.
In the longer term, MS would be attracted to ditching the SDRAM, but shorter term interests could prevent it.
But if they are planning not only Scorpio but generations after that, they might prefer better memory architecture switch now.
Even with the SDRAM I am sure the extra year's worth of tech progression will allow performance bonus vs. PS4.5.
Issue is whether it will be enough to make a difference, meanwhile PS4+4.5 will be reaping benefits in exclusives sharing some optimization.
