Because the devs think the 3DS/PSV isnt worthy mobile devices to have this golden glorious game over the iOS/android.

 

(They think they'll make more money by making it a cheap cash shop item on PSN/XBL/Steam).

Shame. A port of a mobile game like this would take no efford and sell enough to cover whatever it costs.
